EMIS Technical Lead – Education Data Systems

About the role

FHI 360 is seeking an EMIS Technical Lead to provide overall technical direction and support for education data systems under a MCC‑funded quality‑assurance activity in Belize. The role will be based in Belize for at least half of the time, with the remainder performed remotely, and will commence once the award is secured.

Key responsibilities

• Lead technical implementation and strengthening of the Belize Education Management Information System (BEMIS).
• Develop and implement data governance, data quality, and data integration processes.
• Design and maintain dashboards, reporting systems, and school performance monitoring tools.
• Support teacher management, appraisal tracking, and education planning functions.
• Ensure alignment between BEMIS enhancements, quality‑assurance frameworks, and national assessment systems.
• Provide change‑management and user‑adoption support for new system functionalities.
• Advise government counterparts on institutional arrangements, workflows, and governance structures for education data management.

Required profile

• Proven experience leading technical projects in education management information systems or similar data‑intensive environments.
• Strong understanding of data governance, data quality, and interoperability concepts.
• Experience working with government or large‑scale public sector partners.
• Ability to travel to Belize and work onsite for a portion of the assignment.
