Procurement Specialist – Belize Integral Security Programme

About the role

The Belize Integral Security Programme is looking for a Procurement Specialist to support its Project Execution Unit. The role involves planning, executing and managing procurement of works for the infrastructure component, ensuring compliance with CABEI policies and Belizean regulations. It is a part‑time individual consultancy with an initial 12‑month term, extendable as needed.

Key responsibilities

• Maintain and update the General Procurement Plan for effective contract management.
• Prepare bidding documents in line with the Environmental Management Plan, Loan Agreement and relevant procurement regulations.
• Ensure compliance with eligibility conditions and CABEI procurement policies.
• Lead the formation of bidding committees, prepare evaluation reports and resolve procurement disputes.
• Maintain physical and electronic procurement files for pre‑review and post‑review requirements.

Required profile

• Bachelor’s degree in Business Administration, Project Management, Procurement, Economics, Engineering or related field.
• Minimum 2 years of procurement experience and at least 18 months applying IDB, World Bank or CABEI procurement policies.
• Experience with at least one international and one national tender under multilateral funding rules.
• Eligibility restriction: currently employed part‑time or full‑time in the private construction sector is not allowed.
• Willingness to sign a confidentiality agreement covering all procurement information.
