Monitoring, Evaluation and Learning Director

About the role

FHI 360 is seeking a Monitoring, Evaluation and Learning (MEL) Director to lead the MEL function for the MCC Belize Training and Transitioning to Work Activity. The role is based in Belize and will be activated once the project award is secured.

Key responsibilities

• Design, develop and implement the project’s MEL plan and evaluation framework.
• Establish and manage the overall M&E system, tracking progress against results, indicators, and targets.
• Oversee sub‑grantees, provide feedback on data collection, and ensure quality assurance of reported data.
• Analyze sub‑grantee data, produce reports, and support training of M&E personnel.
• Collaborate with the program team to design and conduct operations research that informs learning, evaluation, and planning.
• Disseminate research findings and MEL data to stakeholders and guide program improvement strategies.

Required profile

• Proven experience leading monitoring, evaluation and learning functions in development or education projects.
• Experience managing M&E systems and working with sub‑grantees.
• Background in secondary education, technical and vocational education and training (TVET) or related sectors.
• Strong analytical ability to interpret quantitative and qualitative data.
• Knowledge of gender‑responsive and disability‑inclusive indicators.
• Ability to design and oversee research and evaluation studies.
