Team Leader – TVET Systems and Institutional Reform Specialist

About the role

The Team Leader will provide overall leadership and technical oversight for a consultancy focused on TVET systems and institutional reform in Belize. This role coordinates a multidisciplinary technical team, ensures high‑quality deliverables, and acts as the primary liaison with MCA‑Belize and national partners.

Key responsibilities

• Lead and manage the consultancy, setting strategic direction and ensuring alignment with project objectives.
• Coordinate the work of the technical team, guaranteeing coherence and quality of all outputs.
• Serve as the main point of contact with MCA‑Belize, government ministries, and other national stakeholders.
• Oversee the design and implementation of TVET system reforms, including governance, accreditation, and workforce development policies.

Required profile

• Advanced degree (Master’s or higher) in education, TVET, public policy, economics, labour market studies, or a related field.
• At least ten years of progressively responsible experience in education or workforce development reform.
• Proven experience designing or implementing national or sub‑national TVET systems or skills development initiatives.
• Demonstrated expertise in institutional reforms related to TVET governance, accreditation, or workforce development policies.
• Strong understanding of TVET policy frameworks, institutional governance models, and labour‑market alignment mechanisms.
• Experience leading multidisciplinary technical teams and managing complex reform projects.
• Background working with Ministries of Education, labour agencies, or skills development authorities in developing or middle‑income countries.
