Consultant for Analysis and Comparison of Education PPP Models

About the role

The IDB Group seeks a detail‑oriented consultant to lead a comprehensive analysis of public‑private partnership (PPP) models in education across Latin America and the Caribbean. You will map existing PPP experiences, develop a methodology to compare them with traditional public procurement, and produce actionable insights for policymakers.

Key responsibilities

• Build and maintain a database of education PPP projects, including benchmarks from the region and comparable traditional procurement cases.
• Review and synthesize literature, evaluations, and evidence on education PPPs, highlighting risks, lessons learned, and infrastructure characteristics.
• Define and validate variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical outcomes).
• Design a Value‑for‑Money (VfM) framework and a practical evaluation tool with a user guide.
• Conduct a diagnostic case study in a selected country, applying the methodology to real data and preparing a publication-ready report.
• Coordinate drafting, revisions, and validation of the final publication with IDB stakeholders.

Required profile

• Master’s degree (or higher) in Economics, Engineering, Business Administration, Public Policy, or a related field.
• At least 5 years of professional experience designing, monitoring, or evaluating public policies, preferably in education or PPP contexts.
• Strong analytical mindset with experience in mapping and organizing complex project data.
