Education Data, Monitoring & Quality Assurance Specialist (Belize)

About the role

The Education Data, Monitoring, and Quality Assurance Specialist will support the Belize MCA Project by developing a robust data ecosystem to track and improve teaching and learning outcomes. Working closely with the Team Leader, RTI experts, government officials, and partner organizations, the specialist will ensure the design and implementation of effective quality assurance and monitoring systems.

Key responsibilities

• Conduct QAMIS/EMIS requirements analysis and system needs assessments.
• Define functional specifications and design interoperability architecture.
• Integrate OpenEMIS/BEMIS platforms and develop user dashboards.
• Strengthen data governance, including user roles, permissions, collection protocols, validation rules, and verification processes.
• Establish performance indicators and conduct training for stakeholders.

Required profile

• Must reside in Belize for the entire contract period.
• Ability to collaborate with government officials, international experts, and partner organizations.

Required skills

• Experience with OpenEMIS or similar Education Management Information Systems.
• Knowledge of data governance frameworks and data validation processes.
• Ability to design and implement dashboards for data visualization.
• Understanding of interoperability architecture for system integration.
