HR Business Partner – Strategic Workforce Leader

About the role
The Human Resource (HR) Business Partner serves as a trusted strategic partner to assigned departments, delivering integrated workforce, talent, and organisational solutions that align people strategies with the Central Bank of Belize’s strategic and operational objectives. The role provides expert advice and leadership across workforce planning, talent acquisition, succession planning, performance management, leadership development and capability building.
Key responsibilities
- Partner with executive and department managers to advise on workforce and people‑related matters.
- Lead workforce planning, talent reviews, succession planning, capability assessments and risk‑management initiatives.
- Design and execute recruitment and talent acquisition strategies aligned with current and future needs.
- Provide guidance on performance management, talent management, employee development and workforce effectiveness.
- Conduct organisational and workforce reviews, recommending improvements to structures, roles and operational effectiveness.
- Support organisational design, restructuring and change initiatives.
- Analyse workforce data and trends to deliver evidence‑based recommendations.
- Prepare workforce reports, business cases, strategic recommendations and people plans for decision‑making.
- Lead and develop team members, fostering accountability, collaboration and high‑quality service delivery.
Required profile
- Master’s degree in HR‑related discipline with at least three (3) years relevant experience, OR Bachelor’s degree with at least six (6) years relevant experience.
- Strong knowledge of Belize labour laws, Belize Social Security laws and income‑tax legislation.
Required skills
- Knowledge of latest trends and developments in human‑resource administration.
- Familiarity with the Central Bank of Belize Act, Domestic Banks and Financial Institutions Act, International Banking Act, Credit Unions Act, Moneylenders Act and Money‑Laundering and Terrorism (Prevention) Act.
- Proficiency in Microsoft Office Suite.
